Neil Fraser is a South African educated at SACS, the University of Cape Town and the Massachusetts Institute of Technology, USA.
He was initially involved in the Construction Industry where he filled senior executive positions and served as President of the Building Industries Federation of South Africa (BIFSA).
From 1992 his interest turned to urban renewal and he was appointed the first Executive Director of the Central Johannesburg Partnership (CJP) which he led until 2005. In 2005 he, with business partner Katherine Cox, established an urban consultancy practice, Neil Fraser & Associates (trading as Urban Inc.).
He served on a large number of boards and trusts and received a number of awards and honorariums including in 2007, the International Downtown Association (IDA) most prestigious award, the Lifetime Achievement Award The award had only previously been bestowed four times in its 53 year history and only to Americans.
In 2008 he was the first recipient of the Johannesburg Halala Lifetime Achievement Award for his contribution to the regeneration of the Johannesburg Inner City
